September 2024 versions of standard form contracts, request for tender templates, Instructions, guidance and other documents

The Department of Treasury and Finance has made several changes to standard form contracts for construction, request for tender templates, Instructions, guidance and other documents to reflect:

  • the increase of several dollar-value thresholds within the Ministerial Directions and Instructions for Public Construction Procurement effective 1 September 2024 following the recently completed review approved by the Assistant Treasurer
  • changes to incorporate the updated Fair Jobs Code policy effective from 1 September 2024
  • a number of miscellaneous and technical amendments to correct formatting, typographical and other minor issues.

The changes have been made to several of the standard form contracts and request for tender templates which can be found at (opens in a new window)Construction Standard Form Contracts(opens in a new window). All updated template versions are marked “September 2024”.

The changes to the dollar-value thresholds are summarised in the table below.

Competition and Contestability

Increase the cap where a limited tender with one supplier can be conducted from $50,000 to $75,000.

Increase the cap where a limited tender with at least three suppliers can be conducted from:

  • $200,000 to $300,000 for services
  • $500,000 to $750,000 for works.
Evaluation Criteria

Increase the threshold over which additional evaluation criteria are mandated from:

  • $200,000 to $300,000 for services
  • $500,000 to $750,000 for works.
Forward and Tender notices

Increase the threshold over which forward and tender notices are required from:

  • $200,000 to $300,000 for services
  • $500,000 to $750,000 for works.
Prepare a probity plan Maintain threshold over which a probity plan is required at $10 million.
Publish details of contracts Maintain threshold over which key details of contracts must be published at $100,000.
Alternative form of contractIncrease the threshold permitting an alternative form of contract to be used from $15,000 to $25,000.
Supplier performance reporting

Increase the threshold over which supplier performance reports must be submitted from:

  • $200,000 to $300,000 for services
  • $500,000 to $750,000 for works.
